There is no honest ranking of the best agencies for every small business, only a way to work out which one fits yours. This page carries real cost benchmarks, the criteria that matter and the questions to ask.

The distance between those last two numbers is the most useful thing on this page. Most small businesses budget well below what a full agency retainer costs, so the honest choice is usually one narrow scope done properly rather than a full package done thinly.

Six questions to ask before you sign

Google publishes its own list of questions for hiring a search provider in its Search Central documentation. These six build on that list and on the failure patterns in the data above.

Who is actually doing the work

A name, not a title Google's guidance for hiring a search provider tells you to ask how you will communicate and whether every change to your site will be shared with you. Get the name of the person running your account week to week, and speak to them before you sign.

What will you measure

Enquiries, not impressions In the CMO Survey run by Duke University's Fuqua School of Business with Deloitte, fielded January 2026 among 308 US marketing leaders, over 70 percent said they prioritise immediate results over long term gains. Agree in writing which single number defines success before work starts.

What exactly are you promising

Guarantees are a red flag Google states in its Search Central documentation that no one can guarantee a number one ranking, and warns you to be careful with a company that is secretive or will not clearly explain what it intends to do. A pitch built on guaranteed positions is either uninformed or dishonest.

What does leaving look like

Notice and ownership Ask who owns the ad accounts, analytics, website and content if you walk away, and what notice you must give. Retainers are used by 78.2 percent of providers in the Ahrefs survey, so exit terms matter more than the monthly price.

What did you find before pitching

Evidence of homework A provider who has not looked at your site, your search terms and your competitors before the first call is selling a template. Ask what they found. The answer separates a diagnosis from a sales script.

How does the budget split

Fee versus media For paid channels, insist on a clear split between the management fee and the money that reaches the platform. WordStream's 2025 study of 16,446 US search campaigns put the median cost per lead at 70.11 dollars, so a small media budget disappears quickly if the fee is not separated.

    Write down the one number that has to move

    Not traffic. A booking, a qualified enquiry, an order, a signed quote. BrightLocal's 2025 survey of 778 US small businesses found the top marketing goal was simply attracting new customers, named by 20 percent of owners. Turn that into a countable figure over a defined period.

    Set a budget you can hold steady

    The LocaliQ Small Business Marketing Trends Report published in December 2025, based on over 730 owners and marketers, found 33 percent operate on under 1,000 US dollars a month. That is a real budget, but only if it is stable. Stop and start spending wastes the learning period.

    Shortlist on evidence, not on rank

    Any page claiming to list the top agencies is ranking itself. Build your own list from referrals, from providers already visible for the work you want done, and from case studies in your sector. In the Backlinko SEO Services Report of 1,200 owners, referrals and search were the most common ways owners found a provider; only 8 percent came from online advertising.

    Ask for a diagnosis before a proposal

    A free audit should tell you what is wrong and why, in language you can verify yourself. If it arrives as a generic score card with a sales call attached, that is a lead magnet, not a diagnosis. Compare two or three and the difference in depth is obvious.

    Start narrow, expand on evidence

    One channel, one measurable outcome, a defined review point. The CMO Survey fielded in January 2026 among 308 US marketing leaders found more than half of companies had increased the number of channels they use while budget growth slowed to 1.7 percent. Spreading a small budget thinner is the most common way it gets wasted.

Questions small business owners ask

Because we are an agency, and any list we published would rank us favourably. A ranking written by a competitor is marketing, not research. What we can do honestly is give you the market data, the criteria and our own terms, then let you compare us against anyone else on the same basis.

There is no single right figure. The Gartner 2025 CMO Spend Survey of 402 marketing leaders put budgets at 7.7 percent of company revenue; the CMO Survey run by Duke University's Fuqua School of Business with Deloitte, covering 308 US marketing leaders in January 2026, reported 9.0 percent. Both samples skew to large companies, and small businesses commonly sit below them. Work back from what one new customer is worth to you.

Often not, at least not for a full service retainer. In the Backlinko SEO Services Report, based on 1,200 business owners surveyed with Northstar Research, those spending under 500 US dollars a month were 75 percent more likely to be dissatisfied than those spending at least that much. Below that level a single narrow scope, or a good freelancer, usually beats a thin retainer stretched across many channels.

We will not put a date on it, and you should be wary of anyone who does. Google's guidance for hiring a search provider tells you to ask what results to expect and in what timeframe, and states plainly that no one can guarantee a number one ranking. Early on you can verify technical fixes, indexing and reporting for yourself; commercial movement follows later.

It matters for two things: working hours and local knowledge. We schedule calls inside your hours, and we will tell you when a market needs local research we cannot do from a desk. For search, paid media, content and analytics, location affects price far more than capability. The SE Ranking and Duda 2025 survey of 260 agencies found 40 percent of North American agencies charge over 125 US dollars an hour against 6 percent in Europe.

A great deal, and the platform mix is shifting. BrightLocal's Local Consumer Review Survey 2026, based on 1,002 US consumers, found 97 percent read reviews for local businesses, 68 percent will only use a business rated four stars or above, and 45 percent now consult ChatGPT or similar AI tools when researching. Review volume and recency are cheap wins most owners neglect.
